ABOUT THE CRRMA

The CRRMA was created in March of 2007 by act of the El Paso City Council. Since then, the organization has moved quickly to become a useful partner in developing the transportation solutions necessary for the El Paso region. Below, you will find a general description of regional mobility authorities, to help give you an idea of what the CRRMA as an entity is charged with pursuing. You will also find a development timeline for the organization, to illustrate the development of the organization.


CHARACTERISTICS OF REGIONAL MOBILITY AUTHORITIES
  • A Regional Mobility Authority (RMA) is a political subdivision of the State of Texas; currently, there are eight (8) RMAs in existence.

  • RMAs have the authority to study, evaluate, design, finance, acquire, construct, maintain, repair and operate “transportation projects”.

  • Transportation projects may include: turnpikes (highways), rail facilities, certain roadways, ferries, airports, pedestrian and bicycle facilities, intermodal hubs, border crossing inspection facilities, air quality improvement initiatives and mass transit systems.

  • RMAs may also enter into contracts or operating agreements with other local, state and federal governmental bodies of the United States or Mexico.

  • In furtherance of a transportation project, RMAs may: issue bonds, enter into Comprehensive Development Agreements (CDAs), acquire or condemn property, seek funding from federal, state and local sources, and collect tolls and fares, as applicable.

  • RMAs may also complete and operate transportation projects that extend into other counties and jurisdictions. In the case of the CRRMA, a project may be acquired, constructed, operated, maintained, expanded or extended into Cd. Juárez (e.g. a new international bridge) or the State of New Mexico; subject to certain restrictions.

CRRMA DEVELOPMENT TIMELINE

02/28/06The City of El Paso (City) requests authority from the Texas Transportation Commission (TTC) to create the CRRMA; thereby becoming the sponsor entity for the CRRMA.
06/29/06The TTC grants authority to the City to create the CRRMA.
03/13/07The City creates the CRRMA and names six (6) of the seven (7) initial Board members by resolution; the Governor subsequently names the Chair.
06/19/07As the sponsoring entity, the City agrees to provide various legal and administrative services to the CRRMA.
06/22/07The CRRMA holds its first board meeting.
07/09/07The CRRMA Board hears a presentation from J.D. Abrams, L.P. regarding a potential partnership on the State Spur 601 (Inner Loop) Project.
02/07/08The CRRMA closes on Pass-Through Toll Transportation Revenue Bonds for the Inner Loop Project in the amount of $233,355,000.
07/25/08The CRRMA Board approves the 2008 Comprehensive Mobility Plan, including the CRRMA’s involvement in the implementation of such Plan, which includes various transportation projects to be completed by the CRRMA.
09/11/08The CRRMA submits Pass-Through Toll and Toll Equity Applications to the Texas department of Transportation, in furtherance of the 2008 Comprehensive Mobility Plan.
09/26/08The CRRMA issues a Request for Qualifications (RFQ) for a General Engineering Consultant to assist in the furtherance of the 2008 Comprehensive Mobility Plan and other future CRRMA transportation projects.
11/21/08After completion of the referenced RFQ process, the CRRMA selects the Camino Real Mobility Partners as its General Engineering Consultant.
12/03/08The CRRMA receives the Southwest Regional Deal of the Year award from The Bond Buyer, the Daily Newspaper of Public Finance for the Inner Loop Project.
