2008 Comprehensive Mobility Plan
The El Paso region, through the Texas Department of Transportation (TxDOT), the El Paso Metropolitan Planning Organization (EPMPO), the City of El Paso (City) and the Camino Real Regional Mobility Authority (CRRMA) has identified approximately $1 billion of transportation projects to be pursued in the coming years. This $1 billion plan is known as the 2008 Comprehensive Mobility Plan (2008 CMP).
The 2008 CMP includes four main types of projects: (i) standard roadway projects; (ii) aesthetic improvements to the I-10 corridor; (iii) bus rapid transit projects; and (iv) proposed toll projects. Of the fifteen projects identified within the 2008 CMP, the CRRMA is involved in eight, which include roadway, aesthetic and proposed toll projects. The individual CRRMA projects and their funding sources are more fully described within the project breakouts, but additional information relative to the 2008 CMP is included via the plan documents below.

Loop375 Northeast Project
Loop375 Northeast Project
Identified within the 2008 CMP as Project #3, the Loop 375 Northeast Project is intended to complete Loop 375 in Northeast El Paso. The Project scope includes the construction of four mainlanes within the existing frontage lanes, from Dyer St. to approximately one mile west of US 54. There are three proposed overpasses at the following intersections: Kenworthy Drive, Rushing Boulevard and Alcan Street. Loop 375 mainlanes are proposed as an underpass at the US 54 interchange, thereby insuring uninterrupted travel through Northeast El Paso while on Loop 375.
Total estimated project cost is $80 million. Proposed funding sources for the Project include:
$60 million – TxDOT Category 2 Funds (Pass-Through Toll Revenues); and
$20 million – El Paso Transportation Reinvestment Zone No 3 Revenues.
Loop 375 Northeast Project Status
Through the 2008 CMP, TxDOT retained the responsibility for completion of the schematic and environmental processes, as well as the acquisition of any required right-of-way. The schematic work has been completed. The environmental documents are in progress, with anticipated final approval in October 2010. The El Paso Metropolitan Planning Organization’s planning documents must also be amended for this project to commence. In addition, there is minimal right of way work required for this project, which will commence upon completion of the environmental process and amendment of the MPO documents. Upon receipt of environmental approval and amendment of the referenced MPO documents, the CRRMA will begin the procurement process for the design and construction of the Project. Construction is estimated to begin in 2011.

Loop 375 at FM 659 (Zaragoza) Project
Loop 375 at FM 659 (Zaragoza) Project
Identified as Project #5 of the 2008 CMP, the Loop 375 at FM 659 (Zaragoza) Project will provide direct access to Zaragoza Road from Loop 375, thereby relieving congestion at the Montwood and related intersections by removing Zaragoza Road traffic. The project scope includes the design and construction of two direct connectors between Loop 375 and Zaragoza Road allowing users of I-10 to seamlessly travel directly to and from Zaragoza.
Total estimated project cost is $32 million. Proposed funding sources for the Project include:
$12 million – TxDOT Category 2 Funds (Pass-Through Toll Revenues); and
$20 million – El Paso Transportation Reinvestment Zone No. 2 Revenues.
Loop 375 at FM 659 (Zaragoza) Status
As with the Loop 375 Northeast Project, TxDOT retained the responsibility for schematic, environmental and right of way acquisition. The schematic work for this project is complete. The environmental process is on-going, with an anticipated completion date of October, 2010. The right-of-way mapping process is underway, but the actual acquisition process will only commence upon the completion of the environmental process. Upon receipt of all environmental approvals, the CRRMA will begin the procurement process for the design and construction of the Project. Construction is estimated to begin in 2011.

This project is identified as Project #6 in the 2008 Comprehensive Mobility Plan. Ultimately, this interchange will be a four level, fully directional interchange similar to the existing I-10 and US 54 interchange known locally as the Spaghetti Bowl. Due to a lack of available funding, the ultimate design of the Americas Interchange is being pursued in phases. The first phase consisted of the extension of the Loop 375 mainlanes from North Loop Road to Bob Hope Drive, which was opened in 2005. The second phase being pursued by the CRRMA consists of the design and construction of three direct connectors and related interchange improvements, namely:
eastbound I-10 to northbound Loop 375;
southbound Loop 375 to westbound I-10; and
northbound Loop 375 to westbound I-10.
Originally, this phase included only the development of two direct connectors. However, the CRRMA received additional American Recovery and Reinvestment Act (ARRA) funding (commonly referred to as stimulus funds), which permitted for the increase in project scope. The total funding available for this phase is $146 million:
$96 million – ARRA Funding;
$30 million – State Infrastructure Bank Loan;*
$15 million – Coordinated Border Infrastructure Funds; and
$5 million – Pass-Through Toll Agreement with TxDOT.

Loop 375 at I-10 (Americas Interchange) Project Status
The Project is being pursued through a design-build Comprehensive Development Agreement. The Request for Qualifications was issued in mid 2009. Three proposers were shortlisted. The Request for Detailed Proposals was issued in late 2009. Proposals were received on February 11, 2010, each of which exceeded total project funding. Accordingly, a request for a Best and Final Offer was issued on March 18, 2010, with bids being submitted on April 13, 2010. The Americas Gateway Builders (AGB) was selected by the CRRMA Board as the Best Value Proposer on April 15, 2010. The CRRMA and AGB are currently completing the steps necessary to execute the Comprehensive Development Agreement. I-10 Corridor Aesthetics Improvement Project
In conjunction with the City of El Paso and the Texas Department of Transportation, the CRRMA is seeking to develop the I-10 Corridor Aesthetics Improvement Project, which is identified as Project #11 of the 2008 Comprehensive Mobility Plan. This project seeks to develop a master aesthetic plan for the I-10 corridor through El Paso, while also completing a number of aesthetic improvements to the corridor.
The intent of the aesthetic plan will be to develop a theme for the corridor, while also identifying various individual improvement projects along the corridor. While this Project scope includes the completion of various improvements, the available funding will not address all the needs of the entire corridor. Accordingly, when additional funds are identified in the future, there will be improvement projects available from the plan that could be developed by any of the entities in the region. This approach insures a uniform approach to the aesthetic improvement of the area’s main corridor. The total project budget for this Project is $10 million, which consists of TxDOT Category 2 funds.

César Chávez Project
César Chávez Project
The César Chávez portion of Loop 375 is an approximately nine (9) mile stretch of El Paso’s Loop 375 from US 54 to South Zaragoza Road that currently consists of four lanes: two (2) lanes in each direction. The Texas Department of Transportation (TxDOT) is studying a proposed project referred to within the 2008 Comprehensive Mobility Plan (2008 CMP) as the “Loop 375 Southern Corridor Phase I (César Chávez) Project”, which would result in the complete rehabilitation of the four (4) existing lanes and would also create two (2) new managed toll lanes. A map illustrating the proposed project is attached below, which identifies the project as #12, within the context of the 2008 CMP. Also included below is a detailed map of the project limits for the proposed project.
All four (4) current, existing lanes of César Chávez would be completely rehabilitated, but would also remain non-tolled. The two (2) additional, new managed lanes would become toll lanes, which could be used at the option of the users of the corridor. The new managed toll lanes would be added to the center of the corridor, inside the current lanes; thereby increasing the capacity of the César Chávez corridor from four (4) to six (6) lanes. The total project cost for this proposed project is currently estimated as approximately $79 million. In coordination with TxDOT and in accordance with the 2008 CMP, the Camino Real Regional Mobility Authority (CRRMA) is currently reviewing the proposed project. In the event the project is deemed feasible through the market valuation process, the CRRMA could become the developer and operator of the project.
